Williamsport Corps Staff

Colonel Sam Astin
Commanding Officer/Pastor
A veteran of the Williamsport Corps for over 27 years, Sam began as a truck driver in 1980. Through Bible College, marriage, and building a family, his passion remains the same for the ministry of the American Rescue Workers- to provide a safe haven of personal, material and spiritual growth for those that are hurting. Colonel Astin was born and raised in Danville, Virginia and moved to Pennsylvania with his family in 1980. He is married to Dawn and they have two children, Samson, 23, and Diana, 21. They reside in Allenwood. Colonel Astin is a licensed auctioneer, conducting charity auctions within the organization to aid in raising operational funds. He is the President of the National Board of Managers, member of the Williamsport Kiwanis Club, and serves on the board of ACES. Colonel Astin has served in his present position of Commanding Officer/Pastor of the Williamsport Corps since 1996.


Colonel Dawn Astin
Co-Commanding Officer
A veteran of the Williamsport Corps for over 28 years, Dawn began as an administrative assistant in 1979 under the leadership of previous officers. In 1981 she married Colonel Sam Astin and they have two children, Samson, 23, and Diana, 21. With just a few years of office leave while the children were small, she remained involved in the ministry part of the Corps. Returning full-time in 1991 her jobs have included development, public relations, human resources and administration. She is a Sunday School teacher and worship/music leader. She also serves as part-time administrative assistant/treasurer for the National Headquarters and serves on the National Board of Managers.


Kevin Carroll
Men's Center Director/Associate Pastor
Kevin was born and raised in California, is married 9 years to Anastasia and they have two children- Sarah, 6, and Daniel, 4. He currently resides in Williamsport, Pa. He has a B.S. in Sociology, with an emphasis in Corrections. He served as a Deputy Probation Officer/Juvenile Institutions for 5 years in the state of California. Kevin was involved in an evangelistic drama team called "Heaven's Gates, Hell's Flames" for over 7 years, traveling all over the United States. He served in the foreign missionary field 1 year with his wife, Anastasia, in South Africa. He was involved with Teen Challenge for 10 years as a staff and Director. He is a certified Marriage Counselor through National Association Marriage Enrichment and has been involved in church ministry for over 15 years. Kevin is new to the Williamsport Corps Staff coming up on his first year anniversary of ministry with the American Rescue Workers.


Anastasia Carroll
Ebay Sales Director
Anastasia's story, similar to her husbands, is a native a California, and just moved to Williamsport in 2007. She is married to Kevin, who is the American Rescue Workers' Men's Center Director. They have two young children: Sarah, 6, and Daniel, 4. She graduated from Spirit Life Bible College in Southern California with a Certificate in Ministerial Studies. Other college courses include business, marketing, and art. Anastasia and Kevin are certified marriage counselors with the National Association of Marriage Enrichment. She served in the foreign missionary field 1 year in South Africa with her husband. They then moved to Urban Missions in the heart of Oakland, CA with Teen Challenge. Anastasia ran Glen Berteau Ministries in Modesto, CA before moving to Williamsport. Anastasia has been involved in ministry for 13 years. She is the Ebay Sales Director for the American Rescue Workers as well as teaches in the Sunday School Department.


Lieutenant Linda Tokay
Social Service Director / Youth Pastor
A native of Williamsport, Linda is married to Joe and they have 4 children, Joseph III, 18, Aaron, 16, Clarice, 19, and Patrice, 19. For over 10 years now, they have been foster parents to 45 children. Linda was a charter staff member in the early formative years of the Women's and Children's Center. She has been employed in various capacities of the American Rescue Workers, but currently is the Director of our Social Services Department. Linda and her husband also serve as the American Rescue Workers Youth Pastors for the YMAC ministries (Youth Making A Change). She comes from a musical family and continues to sing with her sister, children, and nieces in churches, nursing homes, prisons, and other events when the opportunity arises and her schedule permits. Linda and her family reside in Williamsport.


Lieutenant Joseph Tokay
Maintenance/Truck Supervisor
Born and raised in Levittown, Joe moved to Williamsport in an effort to find a new direction for his life. He met and married Linda and they have 4 children, Joseph III, 18, Aaron, 16, Clarice, 19, Patrice, 19. Together for over 10 years now, they have been foster parents to 45 children. He was hired as a truck driver for the organization in the early 1980's. Joe, along with his new wife were charter staff members in the early formative years of the Women's and Children's Center. Joe is an expert in dry-wall and pursued a career in construction and remodeling for a few years. He returned to the American Rescue Workers and has been involved in our maintenance and trucking department for now over 15 years. He and Linda also serve as Youth Pastors for the YMAC ministries (Youth Making A Change). Joe and his family reside in Williamsport.


Craig Gibbs
Love Center Director
Born and raised in Williamsport, Pa. Craig has worked in the Social Service field for 8 years prior to coming to the American Rescue Workers. He has been married to Denise for 27 years. They have two children Amanda, 25, Damir, 4. They have recently moved to Jersey Shore to be closer to work.









Susan Rice
Director of Thrift Stores
A native of Canada, Sue is married to Steve and they have one son, Ethan, 24. They reside in the Jersey Shore area. Sue has been with the American Rescue Workers for 3 years, after serving in the field of customer service for 24 years through the local library. She conducted her own business of custom design clothing and accessories out of her home for 15 years. "First and foremost, I work to fulfill the American Rescue Workers motto...People Helping People. As Thrift Store Director, it is rewarding to help the stores excel in their retail ventures and in turn to help generate the monies needed to support the valuable services the organization provides. Secondly, I am passionate about thrift stores and have been for at least 35 years. I love being in them...working or shopping. Thrift stores are the ultimate in recycling...something I firmly believe in. Even donations that can't be used in the thrift stores are recycled through other means. Nothing much is wasted. In today's consumer society, this practicality greatly appeals to me. Last but not least, the American Rescue Workers meet a real need in the community...materially as well as spiritually...which they do without discrimination. It's a good feeling to be working for an organization that cares."


Bruce Trick
Office Manager
While in his early teens, Bruce was employed with the American Rescue Workers as a part-time store clerk in our Walnut Street and Willow Street Thrift Stores. He later joined our staff in 1987 in the position of bookkeeper/office manager. He has also assisted other ARW Corps as a bookkeeping consultant. Bruce is married to Lynette and they reside in the Williamsport area.









Gayle Gillespie
Administrative Assistant
Another veteran employee of the American Rescue Workers, Gayle began working for the organization in Capitol Heights, Maryland, (a suburb of Washington, DC) in the position of child care provider and thrift store retail clerk. In 1988, she and her husband moved to the Williamsport area and she continued in the thrift store. When a full-time social service office was opened, Gayle was transferred into that office until she was moved to the Women's Center as child care coordinator for several years. Upon the closing of that program, she was made administrative assistant, her current position. Gayle was born and raised in Danville, Virginia, is married to Wallace and is mother to two children, Ashley, 25, and Matthew, 24. She has been a Sunday School teacher and nursery provider for the last 25 years.


Eugene Bennett
Warehouse Supervisor
Originally from Philadelphia, Eugene came to the American Rescue Workers Men's Center Program in 2002. After successfully completing the program, Eugene was hired as a Warehouse Supervisor. He is married to Tonya and they have two daughters, Sadie, 13, and Jailynne, 12. Eugene currently resides in South Williamsport. Eugene traveled to Gulfport, Mississippi, with the new Disaster Relief efforts of the American Rescue Workers to help the victims of Hurricane Katrina. Eugene is coming up on his 6th year with ARW, assigned a staff member since 2004. Eugene is at peace with his prior life. Today he loves being employed in a company that has a motto of "People Helping People."


John Metzger
Project Manager
A native of Williamsport, John is married to Ginny (Gibbs) Metzger and they have 4 children, John Jr., age 32, Sheila, 28, Kurren, 27, and Paul, 20. John and his wife have been foster parents for 2 years and have had 4 foster children. John spent 20 years working for local concrete contractors and 5 years owning his own concrete business. He has been on 4 short term mission trips to Jamaica, Haiti, Dominican Republic and St. Thomas. "Going on a mission trip will not change the lifestyle of the people in that county but it will change your life forever." John is relatively new to the American Rescue Workers staff with his first year anniversary coming up. He was Christmas Chimney Chairperson for the organization's Christmas solicitation program. He will be instrumental in the implementation of the upgraded recycling plan for our industrial department.


Karen Harper
Warehouse Supervisor
"I have been an employee at the American Rescue Workers for almost 2 years. I previously volunteered for a number of years. I am married to my husband, Scott, and have one daughter, Melissa, who is 24. I heard a quote once that said "find a job you love and you will never work another day in your life." This is so true and fits me perfectly. I love working here and love the organization. Before coming to the ARW, I spent 20 years working in every phase of the garment industry from design to quality control. My job now is very satisfying every day, just knowing I may be helping someone in need. I look forward to a long career here."
